Summary/History: http://bulbapedia.bulbagarden.net/wiki/Phoebe

Phoebe was born into the shrine family of Mt Pyre. She lived with her parents and grandparents there, learning about the history of Mt Pyre and the orbs. Unfortunately, her parents died when Phoebe was 5 years old when a boat they were on was attacked by a pack of Gyarados. Devastated, Phoebe ran away from home, and hid in the graveyard. There, she met a Shuppet and Duskull, who comforted Phoebe. They became fast friends, and were always together after that. Soon she discovered that she had a special connection to ghosts, being able to communicate with them on a psychic level.

Since then, Phoebe trained with ghosts, learning everything about them. When she was 10, she visited Lavender town and studied the ghosts at Pokemon Tower. There she befriended the gastly’s and the spirits of the dead pokemon that lay there. She learned more of the afterlife and further developed her bond with ghosts. When she turned 15, she started her pokemon journey. She easily beat many of the gyms, due to her ghost pokemon, and her fighting style on confusing and confounding the foe’s pokemon. On her journey, she met many trainers she became friends with. One of them was a young girl named Flannery, who showed her the benefits of hot springs. Another person she met was Wallace and his friend Joan. At 17, she became an elite trainer, beating all the gym leaders, and she made her way to the elite 4. She reached the front door of the Elite 4, but did not take the challenge. She decided that she wanted to wait, and do some other things she wanted to do before becoming champion.

So, she decided to take a break from pokemon training travel the world, visiting many different haunted places in the world. She wanted to learning even more about ghost pokemon. She first went to the pokemon tower again, then went to the ruins of Alph, followed by the burned and Tin tower, where she befriended Morty. Eventually she went back to Mt Pyre, and helped her grandparents with maintaining the shrine for a few years. Her grandparents needed the help, since they were the only ones running it any more.

At age 20, she decided she was fully ready, and faced the Elite 4. She got to Drake, but lost to him, though it was very close. When she was leaving, she was stopped by one of the E4 members. They said that they were retiring, and he wanted Phoebe to replace her. Phoebe gladly took the position, and became the Ghost Elite 4 member. She was a powerful training, and many people were defeated by her ghosts and their tricks. However, Steven Stone absolutely destroyed her and everyone else in the E4 when he became champion. Then Wallace showed up, and she remembered they met long ago. She fought hard, but still lost to him. She was not upset though. May was the third person she lost to after becoming an Elite 4 member. She was surprised by the bond she had with her pokemon, and was curious how far it would take her. When May became champion, Phoebe know the bond May had with her pokemon was just as strong as her own.

When she was 26, she traveled to Sinnoh, and roamed there for a year. She spent some time with Fantina, a friend she made when Fantina traveled hoenn. While in Sinnoh, she visited the haunted mansion. There she encountered and captured a Rotom. From Rotom she heard about turnback cave, and the ghostly power that lived there. Phoebe went and investigated the cave, and got some strange vibes. She felt a powerful presence in the cave, but could never find the source of it.

Since then, and currently, she has been taking challenges as an E4 member, seeing her friends, and exploring any sites that are considered haunted around the world. She is trying to met and befriend all the ghost types out there, and has recently traveled to Kalos to meet the new ghost pokemon there. She also was making plans to travel to Alola in the future.

Personality: When you think of someone who talks to ghosts, you think goth people, wearing black, and speaking creepily. Phoebe couldn’t be farther from this view. Phoebe is an upbeat person, not letting much bring her down, even if she loses a pokemon battle.

Phoebe is very confident in herself. She knows how strong she is, but doesn’t get cocky about this. She also knows that she is good looking, but she doesn’t flaunt it around, despite how she dresses. Speaking of how she dresses, she wears an outfit like that most of the time, even when others may think it’s a little chilly. All of her outfits are Hawaiian or island themed.

She takes great care of her ghosts, or any ghosts she meets. She wants to be friends with all ghosts, and eventually have all the different ghost types. She is also very interested in haunted houses and ghosts stories, and loves to listen and research them. She also likes to tell ghost stories top people, and is very good at it. She uses her ghost pokemon to help scare the people she is telling the stories to, and gets a laugh out of seeing their frightened faces.

Phoebe is not just an Elite 4 member, but a priestess at Mt Pyre. While her grandparents watch over the shrine most of the time, a few times a year Phoebe travels and helps out, like with festivals and such. While at the shrine, she wears a miko outfit that she doesn’t wear anywhere else. She’s made some modifications to it however. Phoebe is a master of the fire dance, and performs every year at the Mt Pyre Shrine festival, and other festivals around Hoenn. She’s even preformed it in other regions.

Phoebe is also quite serious with her job, and the responsibilities it carries. She doesn’t slack off with her training, both pokemon wise and priestess wise. Some days you may see her training her ghosts, other times she may be practicing her fire dance, or reading up on the newest hauntings. The point is, when she is working, she focuses on work. However, she still finds some ways to make a boring job more fun. Like if it is a slow day at the E4, she will go around, gather the other members, and have a BBQ outside of Ever Grande city.
Powers/Abilities: She has the ability to see and communicate with ghosts, both of the pokemon type and actual ghosts. Being an Elite 4 member she is a top tier pokemon trainer, one of the best in the world. As such her pokemon are very strong, as his her battle abilities and her ability to use them outside of battle to the up most potential

*Video*

*The screen turns on and a worried looking Phoebe appears. The sound of angry buzzing can be heard*

Attention anyone in the viridian forest area. As embarrassing as this is, I need some help. My Gengar decided to throw a rock at a beedrill nest. Normally this would be a simple fix for me but… well, it seems that it’s Beedrill mating season, and there are hundreds of them here. I am currently help up in a tree, using Dusknoir’s powers to keep them at bay, but they are showing no sign of leaving. For every one I defeat, 3 more appear.

So, if there are any trainers, mainly ones that are good with getting rid of hundreds of beedrill, please come… quickly. I don’t really want to be stung to death. Oh, and if you start laughing at me, I’ll send Banette after you.

*Banette appears and smirks before the video cuts out*

Sample II:
Took Option 6

Phoebe was traveling down route 209 in a hurry. She had heard that a spiritomb was sighted there a few days ago, and she did not want to miss her chance at getting one. Suddenly, from behind a tree she heard a shout.

“Hey, you there!”

Phoebe turned to look and spotted a young boy running up to her. She could already tell what he wanted.

“We locked eyes, that means we must battle!”

Phoebe sighs. “Look, I don’t have time to right now. I’m trying to get a spiritomb”

“Nonsense,” the boy replies while puffing out his chest. “You are just scared that I am going to beat you!!”

“You don’t know who I am, do you?”

“Nope, you are just some girl who thinks she can train pokemon.”

Phoebe smirked and crosses her arms. “Oh, you don’t think girls can train pokemon?”

“Nope,” the boy says. “They just go for the cute ones, and never evolve them. Stupid girls.”

Phoebe laughed a bit. “So, you think I’m one of them? Fine then, I guess I can take you one. Try to be gentle to my cute pokemon.”

“As if,” The boy says, taking out his pokeball. “Go, Raticate!”

The ball burst open as Raticate jumped out, hissing and glaring at Phoebe. She pretended to be scared. “Oh my, what a scary looking pokemon. My cute little girl will be terrified.”

She then smirked as she pulled out a pokeball. “Go, Dusknoir!” The ball opened up, and Dusknoir came out, looking very menacing. The Raticate stopped hissing and shrank back a bit.

“W-what is that?!<” The bioy said, absolutely shocked. “That’s not a cute pokemon!!”

“But I think she is cute,” Phoebe said with a laugh. “Dusknoir, use Curse!” Dusknoir nodded, and punched itself hard in the stomach. Raticate suddenly looked much worse for wear.

“R-raticate, use tackle!” The boy says. The raticate jumps at Dusknoir, but goes right through her.

“Using a normal type move against a ghost,” Phoebe said shaking her head. “You should know that doesn’t work. Dusknoir, use Confuse Ray!”

A ball of light came out of Dusknoir, and hit Raticate. The raticate then started to bit its own tail, causing it to faint.

“No, my raticate, my only pokemon!” The young boy cried out, going to hug it. Phoebe placed her hands on her hips.

“Well, if that’s all you have, I got to get going. You can keep the money.” Phoebe started to walk away, Dusknoir floating behind her.

“Wait,” the boy cried out. “Who are you?!”

Phoebe turned around and smiled. “I’m Phoebe, Elite 4 member of Hoenn, and master of ghosts.”

The boys jaw dropped, and phoebe jogged off towards her destination. </ dd>

I talked to Cynthia, Wallace, and Fantina mun about their parts in phoebe’s history.
